Covers the legislative framework and accepted financial principles for defining and managing capital assets in the municipal public sector.  The process of setting and approving municipal budgets will be thoroughly explored.  Other factors such as risk management, balancing political and operational priorities, determining an appropriate asset management strategy, and performance measurement will also be examined.
