Good Roads
Annual Awards


This award was established by Good Roads to recognize the invaluable and outstanding contribution to the municipal sector made by our dedicated instructors and committee members who have made a significant contribution to Good Roads. Selection of the award recipient will be made by the association’s Nominating Committee based on the following criteria.

The nominee must:

  • Be a current and active volunteer;
  • Have served a minimum of five (5) years as an active volunteer;
  • Be an active and dedicated supporter of Good Roads and its mandate to represent the infrastructure interests of municipalities through advocacy, consultation, training and the delivery of identified services.

Current members of the Board of Directors and paid instructors are ineligible.

Good Roads is proud to recognize individuals who have dedicated their careers to advancing the good roads cause.

Eligible nominees must meet the following criteria:

  • Have worked a minimum of 30 years in the road industry at the municipal, provincial and/or private sectors;
  • Have or will be retiring within one year of the Annual Conference;
  • Most recent employer is a member in good standing of Good Roads;

The challenges of managing increasingly complex road networks in the 21st century demands innovation. At Good Roads, it is important to recognize and share these success stories. The Neidra Better Practices is intended to do just that. Every year Good Roads recognizes leaders in the following categories:

  • Innovative Management Practices, Asset Management, Maintenance Management
  • Equipment Innovation or a made in-house solutions
  • Innovative Service Delivery Maintenance & Construction activity

If you have been involved in a project or an initiative that has improved efficiency, increased effectiveness or service delivery, consider sharing your story.

All submissions will be reviewed by members of the Good Roads Research and Product Development Committee. Winners will be announced at the Good Roads Annual Conference.

 

 

2025 Winner:


Township of Centre Wellington

In partnership with Bio Diffusion Technologies (BDT), the Township of Centre Wellington piloted a bio-resin stabilization process for road bases. This plant‑based resin is injected into pulverized asphalt and aggregate layers, creating a strengthened, durable base. The process reduces deflection, improves freeze‑thaw resistance, and accelerates construction through a one‑pass system. This innovation supports the Township’s 2023–2026 Strategic Plan by reducing material waste and extending pavement life.


Township Oro-Medonte

The Township Oro-Medonte in working with The County of Simcoe and the neighboring Municipalities, to adopt the MTO’s cumulative thaw index (CTI) calculation sheet and reduced load period (RLP) recommendation process to coordinate onset and removal dates. Transitioning from fixed dates to a data‑driven approach improved relationships with road users, protected vulnerable roads, enhanced inter‑municipal collaboration, and reduced administrative burden.



Good Roads’ Municipal Concrete Awards annually recognize successful municipal-private sector collaborations in concrete road construction in Ontario. Generously sponsored by Concrete Ontario.

All projects that involve the construction or maintenance of paving, bridges, culverts, flatwork, sidewalks or curbs are eligible. Projects need to be completed between January 1, 2025 and November 30, 2025.

Winners will be determined on the following criteria:

  • Conformance to specifications based on testing
  • Aesthetics
  • Workmanship
  • Innovation
  • Other considerations such as work window, night paving, traffic, interaction with public

To nominate a project, please complete the application form and provide supporting documentation no later than December 19, 2025.

Submissions will be reviewed and finalists decided by a minimum of five members of the CAC/CO/OGRA Municipal Concrete Committee.

2025 Winner:

Municipal Concrete Project Award
City of Ottawa and R.W. Tomlinson Ltd.

The Stefan Wenek Skatepark consists of a large architectural hardscape of flatwork concrete poured by Shotcrete and Cast-In-Place Concrete methods. In combination with the centerpiece Skatepark, the project also contained traditional curbs, sidewalks and asphalt paving for the community center upgrades to the parking lots and walkways. This project stands as an exceptional example of how concrete and asphalt materials can be integrated to create a functional, social, and community-focused municipal space.

Good Roads’ Municipal Pavement Awards annually recognize successful municipal-private sector collaborations in hot mix asphalt road construction in Ontario.

All hot mix paving projects completed between January 1, 2025 and November 30, 2025 are eligible.
Winners will be determined on the following criteria:

  • Conformance to specifications based on testing
  • Aesthetics
  • Workmanship
  • Innovation
  • Other considerations such as work window, night paving, traffic, interaction with public

To nominate a project, please complete the application form and provide supporting documentation no later than December 19, 2025. Late submissions will not be reviewed.

Submissions will be reviewed and finalists decided by a minimum of five members of the OAPC/Good Roads Municipal HMA Liaison Committee.

Municipal Paving Award
Regional Municipality of Durham and RSR – Road Surface Recycling

Durham Region’s pilot project was intended to be a case study examining a trial using of hot-in-place (HIR) recycling technology and methodology across multiple road segments with varying traffic volumes, loading conditions, and significant active modes of failure. The goal was to test the limits of the technology and gather insights that will inform future mix designs, specifications, and maintenance strategies. The lessons learned will guide the region’s approach to future pilot projects and determine where HIR is most effective.
