Course Description

Managing a road system involves far more than assessing pavement condition. This workshop equips municipal professionals with the tools to evaluate and address defects across multiple functional areas that pose financial and legal risks. Participants will learn how to interpret data from the Inventory Manual for Municipal Roads, make informed decisions about rehabilitation treatments, and develop high-level capital and maintenance budgets while relating to Ontario Regulation 588/17, Asset Management for Municipal Infrastructure

With case studies from both urban and rural contexts, this course emphasizes strategic planning and the interrelationship between pavements and other assets in the right-of-way.

Dave Anderson  – David is an Asset Management Specialist with over 30 years of experience as a municipal employee and over 18 years as a consultant. He was Course Director of the Scott Mackay Bituminous Technology Course from 1997 to 2006, with continuing involvement as a presenter to 2019 and has been involved with the Guelph Road School since 1997 as a Course Director of the Soils and Pavements Course until 2018, and a presenter until 2025. Dave has also made many conference and workshop presentations. 

In 2000, Dave became the first Manager of Engineering and Infrastructure for the newly formed single tier municipality – Haldimand County. He was tasked with creating a department to deliver engineering and asset management services for assets that included over 1420 cl km of roads, 270 structures over 3m, 8 wastewater treatment systems, 3 water treatment systems and development review.  

During his consulting career Dave has completed more than 300 projects including road needs studies, state of the infrastructure data collection and analysis, asset management, service delivery review and MMS compliance audits.  

His two-day course, “Manage the Road – Not Just the Pavement (originally titled Managing the Risk),” focuses on the MTO Inventory Manual, Pavement/Asset Management, Pavement defects and managing road assets more holistically.
