Course Description

The Maintenance Section of the T.J. Mahony Road School offers a comprehensive introduction to the principles and practices of municipal road maintenance. Designed as a foundational course for those planning to attend more advanced Road School courses. This in-person program covers everything from drainage legislation and surface maintenance to winter operations and legal considerations. 

Participants will gain practical knowledge and confidence in applying standards, managing roadside assets, and navigating the regulatory landscape. This course is essential for anyone looking to build a strong base in public works.

Joseph D. Reid CET, CRS-S, CMM-II , City of BellevilleJoseph has 20 years of progressive experience in the field of Municipal Transportation and Operations Management working at the City of Belleville. He oversees Public Works, Transit Operations, Parks and Open Spaces, and Fleet Operations. Joseph is a Certified Engineering Technologist (CET), and a Certified Road Supervisor (CRS). He’s involved in: OGRA TJ Mahoney Road School, District 8 Road Supervisor’s Association, Eastern Lake Ontario Parks Association, Ontario Public Transit Association, and is currently the 2nd Vice President of Association of Ontario Road Supervisors.  He teaches Part-time in the Civil Engineering Program at Loyalist College.   

Joseph has 20 years of experience in the field of Municipal Transportation and Operations Management working at the City of Belleville. He oversees Public Works, Transit Operations, Parks and Open Spaces, and Fleet Operations. He teaches part-time in the Civil Engineering Program at Loyalist College.  

Les Shepherd P.Eng., Instructor, TJM Maintenance  – Les is head of maintenance east for MTO and has 33 years of wide ranging experience in engineering, maintenance and construction administration working for the Ontario Public Service and two Ontario Counties. His resume covers a wide range of the province, including MTO Central and Northeast Regions, County of Haliburton Director of Public Works, United Counties of Leeds and Grenville Director of Public Works, plus MTO East Region. 

Michael Touw – Michael is an expert in the field of public works and has spent the last 15 years in the municipal field in Eastern Ontario. With a degree in Civil Engineering from Queen’s University and a Masters of Public Administration from Western University, Michael brings a unique perspective that is a balanced between the technical and administrative lens. He’s been volunteering with OGRA’s TJ Mahoney Road School for close to a decade.
